Can the Sick Speak? Global Health Governance and Health Subalternity

Global Health Governance (GHG) uses a set of financial, normative, and epistemic arguments to retain amplify its influence. During the COVID-19 pandemic, GHG regime used own successes failures prescribe more itself while demanding further resources. However, consistent this form governance appeasement dominant neoliberal ideology lead following question: Is global health failing at goal improving or succeeding other political ideological goals that necessitate such failures? Using concepts ideas from social theory post-colonial studies; I examine definitions, basis, drivers propose certain conditions for legitimacy system. Examining historical current cases, find currently fails fulfil instead creates spaces limit rather than help many populations it purports serve. Those sickness confine people reduce them into state subalternity. In being subalterns, people’s voices are neither sought nor heard in formulating policies determine their health.
